ABRA Enhances Web Site
I wanted to make you aware of three exciting new changes that can be found on the Alcoholic Beverage Regulation Administration’s (ABRA’s) website, which is www.abra.dc.gov. These three changes are designed to improve communications between the Agency and the public, including ANC Commissioners and Citizens Associations.
The first change is ABRA’s new E-Feedback Form. This form is intended to allow ANC’s, community organizations, licensees, and members of the public to submit their suggestions to improve the agency both on-line and in real time from the ABRA website. ABRA looks forward to receiving your comments regarding how we can continue to improve.
The second change is the E-Complaint Form. This interactive form allows complainants to file their complaints both on-line and in real time and in their own words. The form also allows the complainant to remain anonymous. In addition to being submitted on-line, both the E-Feedback Form and E-Complaint Form can also be faxed to the agency at (202) 442-9563.
The third change is the creation of an ABC Information handbook that puts in plain English the rules and regulations that licensees are required to follow. This is a more detailed version of the ABRA Fact sheets placed on ABRA’s website earlier this year. This handbook marks the first time that the Agency has had an actual handbook. Draft Clark Ray for Council Committee
From the Washington City Paper: "The author of the release is Peter Rosenstein, the longtime gay activist who was once Mayor Adrian M. Fenty’s most vocal supporter in the GLBT community. The draft committee list of more than 80 names includes a number of folks active in gay-and-lesbian politics (Darrin Glymph, Lane Hudson, Sheila Alexander Reid), some neighborhood activist types (Cary Silverman, Jack Jacobson, Laurie Collins), and a few political wild cards (Adam Clampitt, Neil Richardson, Judith Terra, Jacque Patterson, Cora Masters Barry)."
My main reason for backing Clark is that he's proven that he can get things done. He pushed projects to get them completed in a timely manner and it was only under his stewardship that the S & T Street parks finally got underway after eight years of delay. Additionally, his dedication to the entire city and experience and support in all eight wards will bring a depth and scope to his campaign that few could match.
Mr. Mendolson has done much for our community during his extensive tenure on the Council. I laud his past work, and he should be commended for his service. Clark brings a new vitality, new ideas and a new vision which will help our entire city - including Ward 2 - as we continue the march of progress. I hope you will join me in supporting Clark Ray for Council!

May 30: Disaster Preparedness
The last FREE session in this phase of the project will be held on Saturday, May 30th at 10:00 a.m. at the West End Public Library (1101 24th Street, NW).

S & T Street Dog/People Park Update
Unfortunately, the enormous amount of rain we've had over the past month have led to major delays in the project. The ground needs to be graded and other work requiring dry ground to complete.
Today, I was able to secure a new target date for completion: the end of June. While this additional delay is sad news for many of our two- and four-legged friends, we understand that the rain delay could not be helped. We will continue to work with the Mayor's Office and the new Acting Director of Parks and Recreation, Dr. Ximena Hartsock, to get this project completed as quickly and efficiently as possible. Dr. Hartsock knows the park well, having served as the Principal for Ross Elementary in 2006, just a block from the parks.
DPR is working to update the Department's web site to reflect the new target completion date, as well as the sign at the dog park. Many thanks for your continued patience on this important project.

Universal Gear Robbed Wednesday
The video was sent to me this morning, and 22 people have viewed the video online when I saw it. I immedately posted it to my Facebook, which led to dozens of people seeing it and passing it along, and reposting it.
With an hour, I learned that Sgt. Brett Parsons of MPD had been alerted to it through my network. Sgt. Parsons reached out to Universal Gear and was able to obtain an even better video of the theives. MPD is now taking the photos, blowing them up, and targeting some probable hot spots where they believe the suspects may live or visit frequently.
Additionally, MPD is now conducting a training course for Universal Gear employees for what to look for in shop lifters, and how to deal with criminals and/or suspected criminals in similar circumstances.
The main point when you see things like this happen is to alert folks to what is going on, and turn your outrage into action. It's not helpful to say, "Oh, that never happened with Universal Gear was on 17th Street...". That's not the point. The point is to say, "How can I help get the word out about this, and help train for future instances?"
Let's work together and take back our city from criminals, while protecting individual rights and liberties. Have a great weekend, everyone.

GLOV will host a community forum with DC Chief of Police Cathy Lanier and the GLBT community on Tuesday, June 2, 2009, from 6:00 - 7:00 pm at the Foundry United Methodist Church, 1500 16th Street, NW.
Chief Lanier is expected to discuss the status of MPD's efforts to combat crimes in general and hate crimes in particular, as well as discuss her plan to staff the Gay and Lesbian Liaison Unit of the MPD.

P.S. If I look slightly uncomfortable, it's because this is the biggest event I've ever helped plan and execute... it was a ridiculous night, but so much fun!!
DC Recognizes Marriages in Other Jurisdictions
The City Council voted 12-1 to approve the measure, which now goes to DC Mayor Adrian Fenty for his signature. The Mayor has indicated he will sign the legislation, which must go through a 30-day congressional review period before it fully takes effect. The Mayor has had the ability to recognize marriages from other jurisdictions since the Council passed legislation authorizing him to do so, but he declined to, hence the Council's action today.
You will remember that in February, the Dupont Circle ANC became the first in the city this year to adopt a resolution to encourage extending marriage rights to all DC residents, regardless of sexual orientation. Commissioner Will Stephens offered the resolution, which I slightly modified, before we passed the resolution unanimously.
I'm currently working with other ANCs throughout the city, including in wards 1, 2, 3 and 6, to pass similar resolutions. If you can help with this endeavor, please email me at jack@friendsofjack.com!! We need all of the help and support we can get, and any suggested contacts would be greatly appreciated.
I'm also working with Q Street (a group of LGBT lobbyists and public policy advocates), where I serve as Treasurer/Secretary, to engage Congress in an effective manner to help stave off any actions that may deny protection to DC families. We're having a speakers' luncheon next month on the subject with a Member of Congress and DC City Councilperson to help firm up a strategy to succeed in Congressional battles, which will undoubtely be coming.

There are evidently 8 provisional ballots that were cast that will determine the President and the 2 Year Director positions. However, those that cast provisional ballots must prove their eligibility by providing receipts of payment this year before February. I would tend to think that reasoning is backwards - DCCA should have to prove that someone is NOT a member. But I guess it's difficult to prove a negative, ergo the reasoning behind this onus on the voter to prove eligibility. Sort of like requiring individuals to provide a drivers license or other form of "official" ID to vote in local, state and federal elections. Something that DC does NOT require, since it's basically considered a poll tax by many and a way to exclude eligible voters who many not be sophisticated enough to prove eligibility, or those that are easily intimated into not voting.
I would hope that DCCA's membership list and accounting system is such that they would know who has given them money and for what. This isn't a criticism of Treasurer Nancy Hartsock (I'm treasurer of the ANC and Q Street, so I know how challenging a job it is), but rather this can be a learning experience for all of us about how to perfect the organization's rules and operating procedures to avoid similar problems in the future.
I also am not aware of how a tie will be broken if there is still a tie after the provisional ballots are counted, if any are. At this point, since both Robin Diener and Ron Clayton are board members anyway, they could simply pledge to work amicably together and flip a coin. I think that still happens, including last year in Goodridge, MN. That would work for me!

DCCA Election Results
The presidential race is neck and neck between Robin Diener and Ron Clayton, and won't be resolved until Saturday at the earliest, once provisional ballots can be confirmed and tallied.
For second vice president, Susan Dunn won the race against Phyllis Klein.
For the three year Director slots, Marisa Uchin and James Dudney captured the two available seats; Dave Mallof lost.
For the two year Director slot, Maureen McLellan won against Lex Rieffel. UPDATE/CORRECTION - Maureen leads Lex by only 6 votes, so the 8 provisional ballots still uncounted could decide this race as well.
I stand by my pledge to work with those that were not elected as concerned and responsible residents in the neighborhood starting tomorrow. I know that we will likely frequently disagree on issues, but I hope to turn the tone in the community to a much more positive one with everyone's help, and I have committed to work together in a constructive manner moving forward.

DCCA Election Monday
There are many reasons that there are contested elections this year. DCCA has had issues with a declining membership base as well as a lack of defined goals in the community. One may exacerbate the other, and the organization and community relationships have suffered due to this decline.
The dialogue regarding Monday's election has often been personal and destructive during the past six weeks, and many in the community have perpetuated the negative campaigning - I count myself among those, regretably.
However, I fundamentally believe that contested elections are good for the community. They get more people engaged, and they force candidates to make their positions known and work to garner votes. I believe that, in the long run, this contested election will also be good for the community, though on Tuesday morning it may not seem that way. Regardless of the outcome of the election, there will likely be board resignations and resignations among the general membership. It is my great hope that whomever is elected on Monday night, on Tuesday morning they reach out to everyone in the community and bring us all together to move forward in a constructive and inclusive manner.
On Monday night, I will be voting for the slate nominated by the nominating committee, chaired by Ellen Mercer, who is highly regarded and respected in the community. In particular, I believe that nominees Ron Clayton (President), Susan Dunn (2nd Vice President), Marisa Uchin (3-year director term), James Dudney (3-year director term) and Maureen McLellan (2-year director term) have the experience, the vision, and the character to work with everyone in our community to lead us forward as one inclusive organization. It is these individuals for whom I will be voting on Monday, and I urge you to do the same.
Finally, on Tuesday morning, regardless of the outcome of Monday night's elections, I stand ready to work with DCCA's new leadership and board of directors. I hope you will do the same.

I strongly support extending and expanding the work begun last year by Joel Lawson to make DCCA an open and inclusive association, working in the interest of all residents, collaborating with other organizations, dealing in a positive spirit with local businesses, and generally replacing walls with bridges. I believe the present economic downturn presents us with an opportunity to recognize our mutual vulnerability and build a better model of neighborhood cooperation.
I urge you to consider that the DCCA Board is one managing unit; a group that must work together. The obligation of collegiality and the acceptance of majority decisions are requirements of every member of every board. Otherwise the board cannot function effectively--probably it can't function at all. I urge you to vote for the entire Nominating Committee team. Then let's get back to work.

Metro cards for members without income to get to their doctors, jobs, or school. Please send all metro card donations to the attention of the Development Office @ the address listed below.
Toiletries, especially deodorant and toothpaste, for our men’s and women’s emergency closets.
Safeway/Giant cards for members without income that are awaiting approval of their benefits.
Green Door housing needs five vacuums for the five housing units. The vacuums consistently break from constant use. This will help them maintain a clean and healthy home.
George works in the dinning hall unit where he helps prepare lunch and teaches other members the tricks of the trade. When George goes home he looks forward to cooking. He is in need of a complete set of pots and pans and a juicer. He also needs a comforter (queen), sheets (queen), towels, wash cloths, and pillow cases.
David is a member of Supported Employment and needs a vacuum cleaner. He just recently went off of Social Security and is supporting himself, but in doing so, he is really trying to be strict with his budget.
Maretta has been maintaining her apartment for a decade and is currently seeking independent employment. She is in need of a few apartment items such as wash cloths, towels, placemats (4), DVD player, and jewelry (earrings and bracelets).
At one of the Green Door housing units, Leroy lives with 5 other roommates and would appreciate 4 dining room chairs. They are helping each other live independently in the community. The chairs will greatly help them meet and share meals.
Edith needs a vacuum to aide with cleaning the carpet in her apartment.
Phyllis would like some forks and spoons, which would allow her to have company over for dinners.
Charles would like to return to church and needs to have the proper attire. He needs a few dress shirts and ties (size XL).
Tracy has limited income and has trouble providing for her son. She really needs a full or twin size bed (mattress, box spring, and frame).
Richard needs pots and pans to help him cook healthier meals. He also needs a microwave so he can heat up the meals he makes.
Anthony needs a queen size bed (mattress, box spring, and frame) and a couch. This will help him in his recovery to sleep and rest well.
Angel needs a medium sized easel for painting and displaying his artwork.
The Green Door Clubhouse is having a crocheting class, to enhance life skills for members. This would be a great way for members to relieve stress and gain a sense of accomplishment. Items needed are various colors of yarn, 2.55 mm needles, 4.25 mm needles, and Head start crocheting book.
The Communications Unit at the Clubhouse is need of a fan. Summer is coming and the air conditioning is not enough to cool the entire floor.
We would like to give welcome gift bags to those who successfully complete orientation at Green Door. We are looking for any small toiletry items/grooming kits (soaps, shampoos, shavers, chap stick, etc) or knick knack items (pocket calendars, diaries, key chains, t-shirts, pencils, tote bags, etc). These welcome items would serve as “Thank You” items, and would also assist members with obtaining items that are often out of their budgets.
