Burglary on 1600 Q

Complainant reports that on the March 26, 2009, between the hours of 9:06 pm and 11:30 pm, unknown subject(s) entered a location in the 1600 block of Q Street, NW, and broke the lock off of a storage room. At the time of the report, it was not known what (if anything) was taken.

Last Night's Borderstan Walkaround

Below is some helpful information on the Borderstan walk around last night with MPD, DDOT and the Mayor's Office, to try to get more focus on reducing crime in the 15th Street corridor. I was able to attend the last part of the discussion, and found it enlightening and helpful. From Rob:

Thanks to everyone who organized, staffed, and participated in last night’s Borderstan Walk-Around. Apparently, ABC 7 News staff read about the Borderstan Walk-Around on Borderstan.com and covered it (here). Channel 7 was more interested in the rooftop burglar than general safety in Borderstan, but it was a good story. The event’s main goal was to improve lighting. To that end, the Mayor’s Office of Community Relations helped get DDoT Urban Forestry and DDoT lighting staff out to listen to community member concerns about and make plans to improve overly dark areas on their blocks and alleys.

This event was a good example of what flows out the Dupont/Kalorama Public Safety/PSA 208 Meetings. Please do bring other issues to those meetings. BTW, the April 21st meeting is going to be in the Stead Playground Rec Center building. (I bet lots of you have never been in there). We also have a new push to make community to police liaisoning even more local by re-vitalizing our Neighborhood Watch program.

The Alcoholic Beverage Control Board (Board) announces a public hearing to receive testimony on the March 12, 2009 written request of ANC 2B to renew the existing East Dupont Circle Liquor License Moratorium for a five (5) year period. ANC 2B is also petitioning the Board to allow for two lateral expansion requests and additional outdoor seating overlooking Stead Park. ANC 2B’s petition also requests various restrictions on future Class CR (restaurant) entertainment endorsement applications. ANC 2B is also asking that no additional sidewalk café or rooftop seats be permitted in the moratorium area facing 17th Street for establishments along 17th Street between P and Q Streets, NW. The current moratorium was previously set to expire on March 23, 2009 but was extended until April 22, 2009. The East Dupont Circle Liquor License Moratorium Zone extends approximately six (600) hundred feet in all directions from the intersection of 17th and Q Streets, NW, Washington, D.C.

The hearing will be held on Wednesday, April 15, 2009 at 2:00 p.m. at 941 North Capitol Street, NE, Board Hearing Room, Washington, D.C. 20002. Individuals who wish to testify should contact Cynthia Simms at (202) 442-4496 or by e-mail at cynthia.simms@dc.gov by April 10, 2009. E-mail contacts should include the full name, title, and affiliation – if applicable – of the person(s) testifying. Witnesses should bring nine (9) copies of their written testimony to the Board.

ANC Unanimously Supports Moratorium Resolution

At last week's ANC meeting on March 11, the ANC took up what has historically been a contentious issue of the 17th Street liquor moratorium renewal.

The ANC held a very open process, which recieved more input than has ever been documented previously. On the ANC Committee, which included myself and Commissioners Meehan, Carney, Welxer and Feldstein, there was a great variety of views of the success and need for the moratorium, and for what should or should not be included in a renewed moratorium.

We discussed our concerns, our views, and our creative ideas at length with business owners, landlords, residents, constituents, home owners and renters throughout Dupont Circle. We met several times with stakeholder organizations to garner their input as well.

In the end, no everyone was happy. There were several attendees who, unfortunately, were not provided the opportunity to speak due to time constraints. However, after chairing three public meetings on the issue (one with DCCA, DC MAP and HDCMS; one with just the ANC; and one in my SMD), I believe that there had been several opportunities for individuals to ask questions and voice concerns about the issue - and to offer productive solutions and ideas.

Several individuals spoke out in favor of a strong, unflexible moratorium and expressed their opinions on why it was important. Several people spoke about the need for the moratorium to expire. And DCCA spoke about a middle ground, in which they concurred to a large extent with the ANC's final resolution and draft committee report.

The ANC finally took up the resolution and passed it - without amendment - unanimously. Several Commissioners brought concerns and ideas to the table about relevant issues, including some seating issues and some issues regarding potential over-concentration of seats and/or licenses. I agreed to work with those Commissioners to work on language in the final committee report to address their concerns, and the committee report was adopted, also unanimously, pending those edits and additions.

I am so proud of the community for coming together and working together on this very important issue. All Commissioners worked together in good faith toward a common goal, and I could not be more pleased that we were able to come together and produce what I believe is a terrific result.

As always, I'm open to questions and concerns. And anyone who would like to bring issues or their case directly to ABRA is welcome to attend the April 15 meeting at 2:00 pm.

Charlie's Place Walkathon Results

Charlie's Placed raised a total of $40,134.39 in the 2008 Help The Homeless Walkathon. As you know it was a tough year but with your help and support we managed to raise a substantial amount of money. Mar. 19: Borderstan Walkaround

What: Borderstan Night-Safety Walk Around. Join police and city government staff for a quick walk around Borderstan. The purpose is to point out dark areas that need lighting, burned out street lights, overgrown trees, etc. The goal is to improve night safety in Borderstan through better lighting and visibility.

When: This Thursday, March 19, 6 p.m. The group will leave 15th and T NW at 6 p.m. and proceed south.Who: You, your neighbors, representatives of D.C. government agencies. This includes members of the MPD, D.C. Department of Transportation and Andrew Huff, the Outreach and Services Specialist for Ward 2.

Why: You can meet members of the police who patrol West Borderstan (PSA 208) and East Borderstan (PSA 307) as well as your neighbors and contribute to public safety by working with officials to fix lighting- and visibility-related problems.

Where: 15th Street NW, starting at T Street and proceeding south to Rhode Island Avenue NW. Join us at 15th and T or watch for us as we make our way down 15th Street NW. Our goal is to cover/talk to residents on the 1400- and 1500-blocks of all streets between T Street and Rhode Island Avenue NW.

Roll Call: Q Street on K Street

Roll Call had an article on Q Street, a group of LGBT lobbyists in DC that help advocate on equality issues. I'm briefly mentioned as secretary of the organization:

"Q Street formally organized itself this fall, introducing bylaws and electing a five-member steering committee. Jack Jacobson of Brownstein Hyatt Farber Schreck is the secretary. Julie Kruse of the Servicemembers Legal Defense Network, Jerry Golden of Baker Botts and Kevin Cain of the National Health Council are the three at-large members of the committee."

Crime Report 02.16.09

Sorry, I'm a bit behind on my reports... work has been crazy!

Theft from auto occurred in the 1500 block of 16th Street NW between 2/15/09 at 8:00 pm and 2/16/09 at 3:00 pm. A citizen reports that unknown subject(s) smashed the front passenger side window of the automobile and attempted to steal the car radio. The dashboard was also damaged.

Robbery (snatch) occurred in the 1800 block of 18th Street NW on 2/16/09 at 6:09 pm. A citizen reports that a subject snatched her purse from her shoulder and fled on foot. Stolen was a purse containing US currency, credit cards, a cellular phone and a driver's permit. The subject is described as a black male of dark complexion and 6'2".

Robbery (stealth) occurred in the 1500 block of 18th Connecticut Avenue NW on 2/16/09 at 7:01 pm. A citizen reports that a subject snatched his cellular phone and fled the location. The subject dropped the cellular phone on the ground and kept going. The subject is described as a black male of medium complexion, with a dreadlock hairstyle and 6'0".

Theft occurred in the 1100 block of 17th Street NW on 2/16/09 between 1:00 pm and 10:00 pm. A citizen reports that unknown subject(s) stole the bicycle from the location in an unknown manner.

Theft from auto occurred in the 1700 block of K Street NW between 2/15/09 at 11:00 pm and 2/16/09 at 2:00 am. A citizen reports that unknown subject(s) smashed the passenger side window of the automobile and stole a property that was in the center console. Stolen were a wallet, a jacket and a bag with assorted clothing.

Theft from auto occurred in the 1800 block of S Street NW between 2/15/09 at 8:45 pm and 2/16/09 at 9:30 am. A citizen reports that unknown subject(s) smashed the passenger side window of the automobile and stole an alpine stereo.

Theft from auto occurred in the 1600 block of O Street NW on 2/16/09 at 2:00 am and 11:30 am. A citizen reports that unknown subject(s) smashed the front passenger side window of the automobile with a rock and ransacked the automobile.

Last Night's Community Meeting

Last night I chaired a meeting where the Committee on the 17th Street liquor moratorium released our draft of a report including recommendations for a motion for the ANC to consider at its March 11 meeting.

The meeting was less widely attended, but there were still around 35 residents and business owners in attendance. Again, there were a wide range of views represented, from those who thought that the entire moratorium should be lifted to those who advocated for 5 years, arguing that moratorium legislation allows for amendments to be made after 2 years, so there was no need to provide a vision for the street.

After listening to all views represented, I believe that the committee has fashioned a compromise that is more than fair to all parties involved. Furthermore, it truly does present a vision for the future of the street, which is something that has been lacking in prior years.

The draft that the ANC released would provide for a 5-year moratorium with a review after three years; it would allow for up to 2 approvals for lateral expansion, with healthy safeguards for retail and service businesses; it would help clean up the alleys next to Stead Park by encouraging summer gardens which would overlook the Park; it would allow for entertainment endorsements with reasonable limitations; and it would ultimately allow for the ANC to do its job in reviewing and approving or disapproving any modifications to the moratorium.

This compromise was reached after much discussion, deliberation and consultation with businesses, residents, stakeholder organizations and community leaders. The Committee will meet once more this weekend to finalize the document.

This has been a difficult process, but one I believe is important for the future of the neighborhood - particularly with the streetscape project looming and the economy deteriorating. I thank everyone for thier participation and support throughout this process. You have made my job much easier by being helpful and constructive advocates for your competing positions.

Crime Report 03.02.09

Robbery attempt occurred in the 1600 b/o K St NW on 3/2/2009 340pm. Citizen reports the suspect, a black male, 6'2, 230 lbs., medium complexion approached the counter and demanded cash. C1 ran out of the store without giving S1 money and suspect fled north on 17th St. NW.

Theft occurred in the 1600 b/o Connecticut Ave. NW on 2/28/2009 9pm. Citizen reports the suspect, a black male, 6'1, 180 lbs. was observed on video stealing cash from the store and placing the money in his pocket. S1 was an employee and has not returned to work.

Theft occurred in the 1800 b/o K St. NW on 3/2/2009 1020am. Citizen reports the suspect, a black male, 5'6, 170 lbs. cut the security strap and stole a cell phone from the display. S1 fled in unknown direction.

Theft from Auto occurred in the 1700 b/o Massachusetts Ave. NW between 2/27/2009 10pm- 2/28/2009 2am. Citizen reports the vehicle, a '05 Honda CIVIC bearing Md. tags was entered by smashing the passenger window and a purse with checkbook, makeup and a necklace was stolen.

Toiletries, especially toothpaste, for our men’s and women’s emergency closets.

The Green Door Clubhouse is in desperate need of two vacuums because they break from constant use. This makes it difficult for the members to keep their units and the Clubhouse clean.

Laurie would really appreciate a DVD player as well as DVD’s (Audrey Hepburn, Cary Grant, Gene Kelly, and action/suspense genres). Going to the movies was one of Laurie’s favorite weekend pastimes but since she is homebound after a recent fall she would love to be able to watch movies to help her pass the days until she can return to the Clubhouse.

We would like to give welcome gift bags to those who successfully complete orientation at Green Door. We are looking for any small toiletry items/grooming kits (soaps, shampoos, shavers, chap stick, etc) or knick knack items (pocket calendars, diaries, key chains, t-shirts, pencils, tote bags, etc). These welcome items would serve as “Thank You” items, and would also assist members with obtaining items that are often out of their budgets.

Michael and Linda are starting classes this month along with other members of the Green Door Supported Education Program. They need adult-sized book bags, new pens and pencils (black or blue ink, No. 2 pencils), and paperback dictionaries to get back to school.

Michael and Emily are planning for a basic math class at the Clubhouse. They are hoping to use the work of the café unit for real life lesson plans. We really need a cash register that is relatively new or only a few years old. Using the cash register and counting back correct change would be a fantastic way to practice addition and subtraction.

Young Persons Group would really appreciate a Nintendo Wii system to play during our social events. Young Persons group provides a peer social support group for our members ages 18-30, who face particular challenges while dealing with their often new mental health diagnoses. They enjoy planning social events and outings together on weekends and evenings, and would love to be able to play video games together during some of these times.

Crystal has been out on the street in the freezing cold and has a moped she uses to get around. She used to have motorcycle pants that kept her warm, but they got stolen, so she could really use another pair (size large) to get through the winter.

Green Door housing needs five vacuums for the five housing units. The vacuums consistently break from the constant use. This will help them maintain a clean and healthy home.

There is a high need for Safeway/Giant cards. Some members have no income and live in a shelter or on the streets. Some live with relatives, but don’t get meals because they can’t purchase it or they are awaiting approvals of their benefits.

The Green Door Clubhouse is having a crocheting class, to enhance life skills for members. This would be a great way for members to relieve stress and gain a sense of accomplishment. Items needed are various colors of yarn, 2.55 mm needles, 4.25 mm needles, and Head start crocheting book.

One of the Green Door Clubhouse member’s is starting a 30’s and over group. They are in need of table games, such as monopoly, scrabble, chess, and checkers so they can play games and socialize when they meet weekly.

Elsie needs a set of sheets (queen size) because she currently has one set of sheets. She would also like a small desk, so she can put her telephone and important papers somewhere other than a cardboard box, which she is using now. This will help her stay organized.

Oliver recently moved into an apartment and needs a vacuum cleaner to keep her new place clean.

The young members would like to start a news broadcast at the clubhouse. They need a video camera and someone to teach them how to set it up and edit the video. This will bring some variety to the clubhouse, which in turn will help bring in more young members to the program.

George recently moved into a room in a friend’s apartment. All he has is a twin mattress and he really needs a bed (queen-size). A dresser and chairs is also needed.

Ruth is a long time member at the clubhouse. A hobby that she enjoys is baking cupcakes and cakes for the Green Door Clubhouse. She needs a muffin pan and a cake pan (9 inch) in order to bake.

At the clubhouse, we recognize there is a shortage of activities in the afternoon, which plays a significant role in members leaving early. The Clubhouse would like a ping pong table to help increase the member activity in the afternoon.

The Transitional Employment Coordinator at the Green Door Clubhouse would like to host a dinner. He needs 10 table cloths (cloth material and all one color) to dress the tables. This dinner is intended to bring in more Transitional Employment positions to the Clubhouse, which in turn gives members more opportunities to get back to work.

Yogi is disabled and only has the use of his right hand. He is in need of a vacuum to assist him with maintaining his apartment.

Michelle is moving and is in need of a bed (queen size), sheets, towels, pillows, dinning room set, a chest of drawer, pots and pans, glasses, silverware, lamps, shower curtain, bookcase, and desk.

John has recently moved into an apartment and is in need of a comforter (full or queen sized) and 2 sets of curtains (any size) to match the grey and black color scheme of his apartment.

Crime Report 02.27-03.01.09

Theft occurred in the 1500 b/o R St. NW on 2/26/2009 1015- 1115am. Citizen reports her wallet containing cash and credit cards was stolen from her purse which was left unattended on the floor.

Robbery occurred in the 1500 b/o U St NW on 3/1/2009 505pm. Citizen reports the suspect, a black male, 6'1, 230 lbs. approached the counter and demanded cash. C1 complied and S! fled in an unknown direction.

Robbery occurred in the 1800 b/o Corcoran St. NW on 2/25/2009 825pm. Citizen reports he was approached and assaulted by 2 black males, no further description. One of the suspects stole cash and credit cards from C1.

Burglary occurred in the 1700 b/o Q St. NW on 3/1/2009 1230am- 830am. Citizen reports the residence was entered by forcing the rooftop door. Unknown what if any property was stolen.

Burglary occurred in the 1600 b/o 19th St. NW between 2/26/2009 630pm- 2/27/2009 1pm. Citizen reports the residence was entered by prying open the bedroom window and a camera, Nikon lens and DVD's stolen.

Theft occurred in the 1900 b/o K St. NW between 2/26/2009 1015pm- 2/27/2009 830am. Citizen reports the office was entered in unknown manner and a laptop computer, DVD and pictures stolen.

Theft occurred in the 1700 b/o Rhode Island Ave. NW on 2/27/2009 730am- 630pm. Citizen reports his residence was entered in an unknown manner and US and European currency stolen.

Theft occurred in the 1200 b/o 22nd St. NW on 2/27/2009 540am. Citizen reports the suspect, a black male, 49yoa, 5'9, 130 lbs. concealed assorted bottles of lotion inside his coat and attempted to flee. CASE CLOSED with the arrest of the suspect.

Theft occurred in the 1600 b/o Connecticut Ave. NW on 2/22/2009 645- 730pm. Citizen reports her wallet contained ID cards was stolen out of her purse which was hanging from the back of her chair.

Theft occurred in the 1700 b/o L St. NW on 2/27/2009 3- 4pm. Citizen reports her bag containing cash, cell phone, credit and ID cards was stolen when it was left on the floor next to her chair.
