Robbery occurred in the 1300 b/o Connecticut Ave. NW on 2/26/2009 309pm. Citizen reports the suspect, a black male, 6', 225lbs., medium complexion entered and demanded money. C1 complied and suspect fled with cash north on Connecticut Ave. NW.

Assault occurred in the 2000 b/o Q St. NW on 2/26/2009 430pm. Citizen reports after a verbal altercation with the suspect, a black female, 42 yoa, 5'7, 250 lbs., she was struck with an unknown object. Suspect fled in an unknown direction.

Theft occurred in the 2100 b/o K St. NW between 2/19/2009 5pm- 2/24/2009 1030am. Citizen reports the office was entered in an unknown manner and cash was stolen.

Theft occurred in the 1700 b/o Corcoran St. NW on 2/26/2009 245pm. Citizen reports 2 suspects, both males, light complexion concealed energy drinks in a gym bag and attempted to flee. CASE CLOSED with the arrest of both suspects.

Theft from Auto attempt occurred in the 1800 b/o Q St. NW on 2/26/2009 1058am. Citizen reports the suspect, a black male, 19 yoa, 5'4, 160lbs., medium complexion, was observed in the vehicle, a '01 Toyota RAV4 bearing Md. tags. The suspect was stopped and CASE CLOSED with his arrest.

Assault occurred in the 2100 b/o P St. NW on 2/7/2009 211am. Citizen reports he was beaten by a group of 5- 6 males and females. Citizen was transported to hospital for treatment of his injuries.

Burglary occurred in the 1700 b/o Q St. NW on 2/13/2009 9am- 730pm. Citizen reports the residence was entered in an unknown manner and a computer, stereo, cash and jewelry was stolen.

Theft occurred in the 1800 b/o K St. NW on 2/13/2009 1225pm. Citizen reports 5 suspects, all black males, 5'7- 6', entered the store and stole 2 cell phones. All suspects fled east on K St. NW.

Theft occurred in the 1100 b/o Connecticut Ave. NW on 2/12/2009 310pm. Citizen reports her purse with cash, cell phone, and ID's was stolen from under her chair.

Theft occurred in the 1800 b/o M St. NW on 2/13/2009 947- 1026pm. Citizen reports he drove the suspect, a black male, 6'2, 190 lbs., medium complexion, to the location and the suspect fled without paying the cab fare.

Theft occurred in the 700 b/o 17th St. NW on 2/13/2009 550AM. Citizen reports the suspect, a white male, 5'6, 145 lbs. stole a BNA daily report from the listed location. CASE CLOSED with the arrest of the suspect.

Theft from Auto occurred in the 1100 b/o Connecticut Ave. NW on 2/13/2009 9am- 830pm. Citizen reports the vehicle, a '00 Toyota RAV4 bearing Va. tags was entered by smashing the passenger window and a GPS stolen.

Crime Report 02.20.09

Robbery (gun) occurred in the 1400 block of T Street NW on 2/19/09 at 11:59 pm. A citizen reports that a subject approached him from the rear, pointed a black handgun at him and demanded his cellular phone and cash. The citizen complied and the subjects fled on foot. Stolen were US currency and a cellular phone. The subjects are described as black male s of a dark complexion, 5'9" and 140 lbs.

Robbery (snatch) occurred in the 1700 block of P Street NW on 2/19/09 at 8:45 pm. A citizen reports that while walking home a subject approached her from the rear and snatched her purse containing US currency, an ipod, credit cards and a social security card.

Burglary while armed occurred in the 1900 block of Connecticut Avenue NW on 2/20/09 between 8:40 pm and 9:10 pm. A citizen reports that three subjects entered an unlocked door and produced a gun, made threats and stole a computer, an ipod, a MP3 player and a camera. The three subjects are described as black males of a light complexion, 5'7" and 6'0".

Crime Report 02.21.09

Robbery (force and violence) occurred in the 1200 block of 21st Street NW on 2/19/09 at 3:35 am. A citizen reports that a subject approached her from behind, snatched her purse, forcing her to the ground. Stolen was a purse containing assorted personal papers, credit cards and a driver's license.

Robbery (force and violence) occurred in the 1700 block of O Street NW on 2/21/09 at 12:55 pm. A citizen reports that a subject pushed her to the ground, at which time a struggle ensued over the citizen's purse. The subject overpowered the citizen and stole the purse and fled the location. Stolen was a purse containing US currency, credit cards, driver's license and a hand bag. The subject is a black male of dark complexion, 5'10" and 200 lbs.

Burglary occurred in the 2000 block of P Street NW between 2/20/09 at midnight and 9:45 am. A citizen reports that unknown subject(s) smashed a glass door to gain entry. Once inside, the subject attempted to pry open a file cabinet. Nothing was obtained.

Theft occurred in the 1800 block of K Street NW on 2/21/09 at 3:00 am. A citizen reports a subject pushed him out of the way after he inserted his ATM card into the machine. The subject claimed he did not take any money. The citizen called fro help Stolen was US currency. The subject is described as a black male of medium complexion, 5'8" and 180 lbs.

Theft from auto occurred in the 1900 block of Sunderland Place NW on 2/21/09 between 2:30 pm and 6:00 pm. A citizen reports unknown subject(s) smashed the window of the automobile and stole a GPS system and a laptop computer.

Theft from auto occurred in the 1300 block of 18th Street NW on 2/21/09 at 2:30 pm. A citizen reports unknown subject(s) smashed the passenger side window of the automobile and stole a US currency. The door frame was also damaged.

Theft from auto occurred in the 1300 block of 22nd Street NW between 2/20/09 at 2:00 pm and 2/21/09 at 1:30 pm. A citizen reports unknown subject(s) smashed the rear window of the automobile and stole an ipod and compact discs. The roof of the vehicle was damaged as well.

Citizen reports after a traffic dispute he was followed to the offense location where 2 black males approached his auto and S2, a black male, struck C1 in the hand causing injuries. Both suspects fled north in a vehicle, no description given.

Theft occurred in the 1300 b/o Connecticut Ave. NW on 2/22/2009 3am- 545pm. Citizen reports his debit card was stolen in an unknown manner and used to make purchases at unknown locations.

Neighborhood News February 2009

ROOFTOP BURGLARIES CONTINUE TO OCCUR

A series of rooftop burglaries have been occurring throughout Dupont Circle, where a perpetrator has entered numerous homes through unlatched or poorly latched skylights or roof doors.

Up to 15 burglaries or attempted break-ins have occurred in the past two months or so in Dupont Circle, and MPD has devoted significant resources and numerous detectives to the case.

MPD is holding a community meeting on the issue on Monday evening, Feb. 23 from 7:00 pm to 8:00 pm. The meeting will be held at the home of Peggy Simpson, at 1719 Swann St., NW.

MPD detectives will be on hand to provide an update on the case, and will also be providing suggestions on securing your home.

17TH STREET MORATORIUM PROGRESS

The Dupont Circle ANC continues to work with the community—both residents and businesses—to fashion a reasonable compromise on the 17th Street Liquor Moratorium, which is up for renewal next month. The Moratorium limits the number of ABC-licensed establishments—including bars, restaurants and liquor stores—along 17th Street between P and T Streets, NW.

The ANC has solicited input and held a community meeting on the subject, with additional meetings scheduled for the coming weeks. The ANC will vote on a final proposal at our March 11 meeting.

COFFEE WITH JACK

In an effort to meet more of my constituents and help you understand the importance of the ANC to the neighborhood, in March I will start hosting monthly coffees at Java House to make myself available to you for questions and your thoughts on neighborhood issues.

If you have questions about what the ANC does, why we support or reject proposals that come before us, or why I voted a certain way on a given issue during our meetings, you can stop by and speak with me one-on-one.

My continual goal as your representative on the ANC is to help bridge the gap between the city's bureaucracy and neighborhood residents.

If you have ideas to make the neighborhood a better place, complaints about city services, or city problems that you need help with, please stop by and see me.

S & T STREET PARKS GROUNDBREAKING

On Tuesday, February 10, members of the Dupont Circle ANC joined Mayor Adrian Fenty and neighborhood leaders to break ground on the new dog park at the corner of 17th and S, and the renovated triangle park at the corner of 17th and T.

The renovated, fenced dog park will allow residents to walk their pets in the neighborhood without the need for leashes. There will also be a lighted seating area for two-legged park fans.

The project, which has been under consideration for eight years, will be completed by Memorial Day. Commissioner Bob Meehan has been a fierce advocate for the renovated parks.

DINE OUT FOR LIFE MARCH 5

Food and Friends is once again gearing up for its annual fundraiser, "Dining Out for Life." On March 5, you can dine at selected restaurants and bars, and a percentage of the cost of your meal—up to 100%—will go to support Food and Friends, aiding people with HIV/AIDS and other life-changing illnesses.

In our district, restaurants Annie's Steakhouse (50% donation) and Dupont Italian Kitchen (25%) are participating. Other 17th Street restaurants participating include Café Luna (50%), Skewers (50%), Jack's (50%), Floriana (25%) and Hank's Oyster Bar (25%).

Green Energy Grants Available

District residents, businesses, nonprofits and private schools may nowapply for up to $33,000 in assistance to install renewable energysystems on their buildings. The Green Energy DC Incentive Program isthe first of a series of upcoming initiatives to support clean energytechnology.

The District Department of the Environment (DDOE) willprovide up to $2 million for each of the next four years, beginningimmediately with solar photovoltaic and wind turbine systems.Incentive payments are based on the amount of electricity therenewable energy system generates. Projects must be completed withinsix months of application. DDOE expects to be able to offer incentivesfor solar thermal, geothermal, biomass and methane recovery systems inthe next several months.

Tonight's Listening Session on 17th Street

Tonight I held a listening session on the 17th Street moratorium, inviting as many constituents as I had email addresses of as well as another 300 or so households I passed out individual fliers to. While only one person attended, I believe I did my own due diligence inviting attendance.

The constituent who did attend and I had a very constructive discussion not only about the moratorium itself, but also looking ahead to what the next steps are to truly make 17th Street a great neighborhood retail strip. We spoke at length about tax changes that might be required, creative ideas for new retail, how to highlight Stead Park and how to bring Ross Elementary into the mix in a more positive way.

Speaking of Ross, my constituent had a very good point. Parents that might want to send their children to Ross (most are "out of boundary" students) may have concerns with so many liquor establishments being located in such close proximity to the school. It was something I was aware of but hadn't focused on as closely as I perhaps needed to.

One final observation: I believe that the fact that the event was sparsely attended speaks not to my lack of transparency and notification, but rather confirms that the road that I and the Committee have been going down is the right path. I figure if people are unhappy with the process and my actions on the issue, they would likely attend and make their comments known.

I'm very confident that the ANC Committee's final recommendations will be a fair compromise. We're working hard to get it as right as we are able, and I appreciate everyone's involvement in the process.

For those who have info on or want more info about the spree of Dupont rooftop burglaries. We are meeting in 1719 Swann Street at 7pm. Peggy Simpson has graciously invited us into her (very large) living room.

Captain Joshua Ederheimer (CCed) has taken over the accumulating of and tracking of cases. If you haven’t heard from him and have rooftop burglary details, please try to convey that info to him as soon as convenient so that Commander Klein, the detectives, and he will have as full an understanding of the scope and nature of the issue as possible before the meeting.

We hope to get a briefing on the whole scope of the issue, learn more granular detail about the method of entry so we can better prepare ourselves, and hear a bit on how MPD’s process will improve next time such a spree occurs.

Crime Report 02.18.09

Theft and felony threats occurred in the 1700 block of 17th Street NW on 2/12/09 at 4:55 pm. An employee reports that a subject entered the location, took two bottles of alcohol from the location and fled. When the employee went behind the subject, he gestured as if he had a weapon and stated, "If you come close, I'll hurt you." The subject then continued to flee. The subject is described as a black male of medium complexion, short hair, 6'0" and 220-250 lbs.

Attempt theft from auto occurred in the 1500 block of 16th Street NW between 2/16/09 at 5:45 pm. A citizen reports that unknown subject(s) attempted to gain entry by forcing the crown molding off of the rear door. Entry was not gained.

Assault with a deadly weapon occurred in the 1300 block of 16th Street NW on 2/18/09 between 2:45 am and 2:47 am. A citizen reports that while sleeping at the location a subject struck her over the head with a brick and fled on foot. The citizen responded to a nearby hospital and was treated and released.

Theft occurred in the 1600 block of Connecticut Avenue NW on 2/18/09 between 8:30 pm and 8:45 pm. A citizen reports that unknown subject(s) stole her wallet containing US currency, credit cards and identification.

Theft from auto occurred in the 1700 block of New Hampshire Avenue NW on 2/17/09 between 8:30 pm and 2/18/09 at 10:30 pm. A citizen reports that unknown subject(s) smashed the front driver side window of the automobile and stole a GPS system.

15th Street Reconfiguration FAQ

From DDOT:

Thank you to all those who responded with comments and questions to the 5th alternative for reconfiguring 15th Street . Again, this alternative would maintain 15th Street as a one-way street for vehicles with three lanes, but add a northbound striped bike lane and a southbound protected bike lane on the west side of the street between the parked cars and the curb.

There were a lot of good comments and questions, which I have listed and answered below.

1. Will DPW be able to clean a bike lane only 5’ wide?

Yes, DDOT has coordinated with the street cleaning crew and they have assured us that they are able to clean it.

2. Will the impact on traffic in the afternoon be significant?

No, motor vehicle level of service would remain virtually the same and exceed District’s standards for all intersections.

4. Is a one-foot buffer sufficient to separate vehicles from bicycles?

Maybe, there seem to be two opinions in the bicycle community. A door is usually two feet long, so an open door would (theoretically) enter a foot into the bicycle lane. This should (theoretically) leave enough room for bicycles, however this will be an evaluation criterion. In any case, drivers in parked cars will be facing bicyclists so the risk of dooring will be lower than with a conventional bike lane.

5. Would church double parking simply block the northbound bicycle lane?

Yes, however traffic flows on Sundays are minimal and do not pose a great threat to bicyclists in mixed traffic.

6. Can we work in bulbouts for pedestrian safety?

Maybe, DDOT is working right now to finalize the details of intersection crossings, alley crossings, etc. to increase the safety and reduce the likelihood of crashes. These may include bulb-outs.

The final tally of comments received by email show 15 in favor of Alternative 5, 2 opposed, and 52 unrelated (such as preferring a different alternative, two-way traffic in general, etc.). Therefore DDOT has decided to pursue Alternative 5. This would be done as a pilot project, to be evaluated and possibly replicated in other parts of the District. If successful, plans can be put into place to make this solution permanent, or to pursue some variation of this. This will be the first of its kind in the District, both as a separated bicycle lane, and also as a counter-flow lane to one-way traffic.

Assault on a police officer occurred in the 2100 block of K Street NW on 2/15/09 between 2:45 am and 2:55 am. Two MPD officers report that while assisting security with the removal of unruly customers, and altercation ensued with 6-7 subjects assaulting both officers. All subjects fled the location The subjects are described 25-35 year old males of an unknown race.

A citizen reports that a subject entered through an unlocked door and stole several laptop computers and fled the scene. The ANC committee on the Dupont East (17th Street) liquor moratorium will be holding a 2nd community meeting on the issue on Tuesday, March 3, 2009 from 6:30 to 8:00 pm at Foundry United Methodist Church, located at 16th & P, NW.

At this community meeting, the ANC anticipates releasing a preliminary "draft" report on the Dupont East moratorium and solicit public input and comment on the same. Following the community meeting, the Committee may choose to amend its report based on community feedback, or may keep it as originally drafted. The committee will present a final report to the full ANC at our March 11 meeting, where the full ANC will take official action on the moratorium.

The draft report will include information reflecting the substantial community input recieved at our listening session held on Monday, February 2, and submitted to the committee via email and letter during the public comment period, which closed on February 11.

Theft from auto occurred in the 1700 block of 17th Street NW on 2/14/09 at 1:30 am and 3:15 am. A citizen reports that unknown subject(s) smashed the rear passenger side window of the automobile and stole two handbags.

Assault occurred in the 1700 b/o I St. NW on 2/9/2009 215am. Citizen reports he intervened when S1, a black male, 5'8-5'10, 180 lbs., dark complexion and S2, a black male, dark complexion, were assaulting his friend and was sprayed in the face with pepper spray by both suspects.

Burglary occurred in the 2000 b/o L St. NW between 2/6/2009 6pm- 2/9/2009 8am. Citizen reports the office was entered in an unknown manner and 3- laptop computers were stolen.

S Street Dog Park Groundbreaking

On Tuesday, I had the opportunity to attend the groundbreaking for the new S and T Street parks, which will include a dog park at the corner of 17th & S, NW - just outside of my district.

The dog park took 8 years to secure funding for - a real challenge evidently, even for the Chairman of the Finance and Revenue Committee, who represents the dog park on City Council. Department of Parks and Recreation Director Clark Ray was on hand as well for the event. Director Ray assured the community that the park would be open for business by Memorial Day.

I'm looking forward to the dedication of the park already!

The Green Door Clubhouse is in desperate need of three vacuums because they break from constant use. This makes it difficult for the members to keep their units and the Clubhouse clean.

Laurie would really appreciate a DVD player as well as DVD’s (Audrey Hepburn, Cary Grant, Gene Kelly, and action/suspense genres). Going to the movies was one of Laurie’s favorite weekend pastimes but since she is homebound after a recent fall she would love to be able to watch movies to help her pass the days until she can return to the Clubhouse.


We would like to give welcome gift bags to those who successfully complete orientation at Green Door. We are looking for any small toiletry items/grooming kits (soaps, shampoos, shavers, chap stick, etc) or knick knack items (pocket calendars, diaries, key chains, t-shirts, pencils, tote bags, etc). These welcome items would serve as “Thank You” items, and would also assist members with obtaining items that are often out of their budgets.

Manuel just moved into an apartment after being homeless for 10 years. He is in need of a full sized mattress, TV, a blanket and a comforter. He would like bath towels/mats, a brown or black bookcase and a beige area rug to fit a 12x13 space.

Gary has major depression and is need of a small dining room table with chairs. This would really boost his spirits.

Michael and Linda are starting classes this month. Michael and Linda, as well as the other members of the Green Door Supported Education Program, need adult-sized book bags, new pens and pencils (black or blue ink, No. 2 pencils), and paperback dictionaries.

Michael and Emily are planning for a basic math class at the Clubhouse. They are hoping to use the work of the café unit for real life lesson plans. We really need a cash register that is relatively new or only a few years old. Using the cash register and counting back correct change would be a fantastic way to practice addition and subtraction.

Fred’s heat in his apartment does not circulate properly through his residence due to the outdated heating system. He really needs a heater to stay warm and be able to sleep in his room comfortably.

Yabu needs lamp shades (preferably black) to save energy, a microwave so he can cook his food properly, a toaster, full size sheets and blankets. He also needs dishes, pots and pans, curtains, shower curtain, TV (30 inches or larger), DVD player, and radio to make his home complete.

Niah just moved into an apartment and has been sleeping on an air mattress. She would like to have a double bed (mattress and frame) so that she can get a more restful night sleep.

Regina just moved into an apartment and needs dishes and full size sheets.

Dwayne needs a couch, love seat and end tables to help him feel more comfortable in his apartment, along with a microwave, DVD player, pots and pans.

Young Persons Group would really appreciate a Nintendo Wii system to play during our social events. Young Persons group provides a peer social support group for our members ages 18-30, who face particular challenges while dealing with their often new mental health diagnoses. They enjoy planning social events and outings together on weekends and evenings, and would love to be able to play video games together during some of these times.

Frank needs a couch, side tables, and cutting knives to make his apartment complete.

Matovia needs a coffee table and side tables because her old ones broke.

Latasha works part-time at a local grocery store, but has trouble making ends meat because she is a single mother of two boys. She really needs a portable washer and dryer because the washing machine in her building has been broken for quite awhile, and the closest laundromat is a few miles.

Gloria is in need of blinds for her house and she is afraid she will fail her upcoming inspection without them.

John has recently moved into an apartment and is in need of a comforter (full or queen sized) and 2 sets of curtains to match the grey and black color scheme of his apartment.

Shannon has recently moved into an apartment. She has 3 children and does not have much space in her new apartment. She would like folding chairs or stools and a folding card table to use as a dining table. She would also like 2-3 area rugs to fit an 8x10 space as she does not have any carpet, a TV stand to fit a 20 inch TV, and a small desk and chair for a computer.

Crystal has been out on the street in the freezing cold and has a moped she uses to get around. She used to have motorcycle pants that kept her warm, but they got stolen, so she could really use another pair (size large) to get through the winter.

Green Door housing needs five vacuums for the five housing units. The vacuums consistently break from the constant use. This will help them maintain a clean and healthy home.

Listening Session on 17th Street Moratorium

Last night I had the opportunity to chair what I believe was a very successful community listening session on the current liquor license moratorium on the 17th Street commercial corridor. As you may know, at the last ANC meeting I was appointed to chair a committee to look at the existing moratorium and submit recommendations on the moratorium to the full ANC.

Last night about 40 residents and business owners attended the meeting, which was held in coordination with the Dupont Circle Citizens Association, Historic Dupont Circle Main Streets, and Dupont Circle Merchants and Professionals.

The room was in agreement on most issues, including preserving the vital retail we have, ensuring that the economy and looming streetscape project do not in combination drive out businesses that we desire in our neighborhood, and ensuring that the neighborhood remains a walkable and desireable place to live, work and play.

The discussion of course centered around the liquor moratorium and whether the moratorium had achieved its intended purposes of keeping the commercial properties and businesses that serve residents who are proximate to 17th Street, and whether peace, order and quiet were being maintained on the street.

Residents were divided about 1/3, 1/3 and 1/3 as to whether or not the moratorium was achieving its goals; that is to say, about 1/3 of the speakers supported the moratorium unconditionally, 1/3 of the speakers supported the moratorium with adjustment and modification, and 1/3 rejected the moratorium as a tool in fostering retail business.

This will not be the only community meeting on the issue, and I was so excited that the dialogue was civil and constructive. In addition to other public meetings on the issue, I will be hosting my own meeting within my SMD to garner input from my constituents on 17th Street and the moratorium, and look forward to recieving community input from even more of you.
